ITENER WANTS RULE ENFORCED National League President Says Pong ng Cy Should , New York. Oct. 24—President Te ner of the National league takes In. hne with David L. Pulis, president of the Players’ Fraternity, who has pro tested against the contemplated ac tion of the National commission in tlaing ball players for barnstorming after the league season ia over, Mr. Tener said that in each contract aspo red by the player there is a clause ‘in which the player agrees not to play after the season without consent of the commission. ‘This clause was reserted, be aged, to protect territorial rights of the different clubs. The National League president de clared that the commission has pow er to fine players for any pitch in fraction of the tulea, but would say that etch fines have been levied against the Noston, American players for participating in a game only at New Haven a few days after winning the world's series. He asserted thhat the New York Nationals and Phila delphia Americans and several other Individual players who had violated their contracts in this respect and added “there undoubtedly will be a general disciplining.”
