Mayor Russ Extends Hearty Welcome To City. Dis cussions Opened Discussion of the control of the intergration of the Florida bar took up the major portion of the first morning session of the mid year conference of delegates of the Florida Bar association which convened here today for its mid-year conference with sessions being held in the city hall. State President Lewis Twy man, of Miami, presiding. Philip A. Roll, as president of the Bay county Bar association opened the meeting by introduc ing Mayor C. P. Russ who extend ed welcome greetings to the as sembled representatives of the bar. D. H. Redfern, of Miami, re sponded. Two Subject Two subjects will come before the conference during its two day session: a continued discuss ion of the revision of the crimi nal code and the control of in tegration of the Florida bar. The latter was first presented to as sembled attorneys, during which Giles Patterson, of Jacksonville, as chairman of the committee assumed the duties of the chair. Mr. Patterson explained that the integration of the bar is divided into three groups: admission to the bar, conduct of its members and the unauthorized practice of law. The chairman spoke briefly of the power of the Supreme Court to regulate the bar by court rule while the entire plan of integration is to be under the Supreme Court. John Dickinson, of St. Peters burg and Raymond Maguire, of Orlando spoke respectively on integration of bars of other states and the inherent power of courts from time immemorial on regulating the officers of the courts. Recommends Rules Roy E. Sappenfield, of Miami, read the committee's report which recommended the adop tion of the American Bar asso ciation canons of ethics as the rules for governing the conduct of the bar in Florida. The report designated the proposed require ments of admission as: high school graduate; two year col lege academic course in a recog nized college; three years in a recognized law school, or four years in recognized night law school. A board of governors, consist ing of five members from each district, was recommended to serve as supervisors of the state bar, assisted by judicial circuit sub-committees. Discussion of the recommendations were con tinued until the noon recess.
