By the George Canning, from Buenos Ayres, we have advices to the date of the 21st of Au gust. The following is an extract from one of our letters, adverting to a desperate attempt at counter-revolution :— “ Buenos Ayres, Auc. 4.—We have had many and strange political occurrences since list 1 wrote you. A most horrid conspiracy of the Europeans was discovered, on the very eve of its being put in execution. ALZAGA, so notorious in the annals of Buenos Ayres, was at the head of it, and had success attended it, was to have been declared Vice-Roy. A general and indiscriminate massacre was to have taken place of all the Cre oles, who should refuse to take the oath of alle giance to him, the plot was so general, that very few Europeans escaped being implicated in it, either through inclination, or from threats from Arzaga. They were discovered by a negro, when they attempted to bring over to their views, on which they attempted to escape, but most of the principal ring-leaders were discovered in their hiding places, although some must have got over to Monte Video. A Barbou Friar was a princi pal instrument, he was taken, and in order to save his soul and die in peace, confessed every thing, and declared the names of all the persons whom he knew to be concerned, which, of course, implicated a vast number of people; the prisons were absolutely so crowded, they knew not where to put them all. ** Pwenty-nine individuals have been publicly shot, and their bodies afterwards exposed on a gallows, erected for that purpose, on the Plaza Grande, amongst whom were several characters of eminence and wealth. Although it is now a Tounth since the discovery, people are been brought in daily from the Pumps, having been found on small parties of six to eight, with arms upon them. If the smallest success had growned their first efforts, the Creoles would have had a very tough job to have defended themselves, as there were not more than 600 men under arms then in town, and the English would, to all pro bability, have shared the fate of the Creoles, as ALZAGA was notoriously no friend of ours; how ever, with those that have been banished, and those that have fled, we have very few European Spaniards now in this city. * Lord StranGroup's interference (by orders from home) with the Palace of Brazils, relative to the withdrawing the Portuguese troops from the north-east side of the river, was given very great satisfaction to this Government. Advices were a few days since received, stating, their hav ing already begun their march homeward, thus General Vicoper will be left with only the crews of the ships, and about six hundred men, to de fend Monte Video against the Buenos Ayres army under Articas, which is now in full march. Govonecne still keeps Potosi, and his garrisons in Ouro, La Paz, Cochabamba, c. The Cocha bambians, from want of discipline and an expe rienced leader, have been beaten several times; yet Govongene does not think it safe, notwith standing his threat, to advance further this way. Beverano, with his small band, is at Juqui, watching his motions, and herassing him as much as possible.” ~ Buenos Ayres, Ava. 6.—Since the 5th of last month the city has been in a complete fer ment, and the dam of industry is best in the cla morous yoviferation of “ Piva la Patria.” The European Spaniards had conspired to rise sud denly upon the Creoles, and possess themselves of the town. From the character of the leading individuals concerned, no doubt can be hvere turned, that Buenos Ayres would have been a scene of the most horrid massacre, had the malcontents succeeded; but provident ouly, when the storm was ready to burst upon us in all its violence, a negro in the secret gave intelligence of the im pending danger. The plot was fully disclosed, and D. Mantry ALzaGa, the promoter in chief, ‘a man of firmness and ability, but of a turbulent disposition, was, with 26 others, most of them men of opulence, hung like common thieves in the public square. “The conspiracy had been in agitation many months, and to full its purposes, an intercourse was established with Monte Video, and several in land towns. The Commanders and subordinate Officers were all appointed, the hour of attack was fixed, and the project in every part was com pletely organized. Our streets are paraded by mi ltary, and the European Spaniards are eviven to prison, to banishment, or to the gallows.” In anothers letter it is wentioned, that it was the design of the counter-revolutionists to shed the blood of every Englishman to the settlement— The opposite party talk of exacting contributions from the British, and it is alleged that one Eng lish mercantile house, resident in Buenos Ayres, is now in the course of paying 1000 dollars per month for the use of the Government.
