Boulder May Adopt Charter Form.Boulder.—The movement for adoption of the charter form of government has a considerable following among prominent citizens here. If carried at the November election another election will be held for the commission to frame the form of government for the city and submit it to popular vote. The campaign for the charter will start In earnest Oct. 14, when Mayor Avery of Colorado Springs will address the people of Boulder on the new form of government, as worked out In his city and in Grand Junction.
