FRIGHTFUL ACCIDENTS TO CHILDREN IS FACTORIES.A letter from Mr. Horaer, Inspe-tor of Factories in the North of England, contains a highly h')nourab!e but not more than a mstited tribute to the generous conduct of Lord Ashley, in bringing actions at his own risk nod cost against the prcprietors of certain mills in Lancashire for grievous irjjriet sustained by two poor girls through the culjable negligence of the miUowners, in omitting to box up portion* of their machinery termed “ upright shafts.''Iif, in the case of an unfortunate young fem»l?, 16 years of age, who recrived in a mill, the property of a Mr. James Hawnrtb, the roo«t shocking fractures, wounds, sod motilition* ; of which case, and of the conduct with regard to it of the aforesaid mi'l-owner, and of the noble L rd respectively, the f/.l^wing statement is given io the words of Mr. Horner:—“ In my quarterly report to the Marquis or Normar.by, dated the 9tb of July last, I state as fdlow* — A very sad calt;e was brought before me U»t month at Burnley, by a surgeon who had attended « poor girl of 16 ears of age, who last January had beetl fearfully tnuriWted at a neighbouring mill in Russeodale, by an upright shaft that was not fenced off.
