Novel Methods Employed on the NewCarnegie Library.The contractors, who are now employed on the new Carnegie library, are employing methods new to these parts in their efforts to make the basement dry, and to prevent for all time the dampness which many have feared might creep in and work damage to the books. At the base of the foundation a heavy sheet of rubberoid is lead, while the stone walls above are covered first with a coast Of Portland cement plastering, and then with two coats of hot asphalt. It is said that absolutely no moisture can penetrate this combination.
