For one hundred and fifty-six years black : ! men, if black they were, voted in Pennsylva- j nia 011 precisely the same conditions as white ; men. None of the evils now predicted of • black suffrage were experienced. Neither the ] j mental nor social equality of the two races j j was thereby established. Amalgamation, i lt;neither through matrimony or without, wits | encouraged. Not a black man was made Go-I vernor or Legislator. Social order was not i subverted. The Government was not made lt;i by white men for white men, but by all men , i for the benefit of all.
