First, and most important: Thewelfare of the community and schools of Marion.Second. The reasonableness and justness of the measure adopted by the Board.“Any rule of a school, as adopted by the Board of Education, not subversive of the rights of the children or parents, or iu conflict with Jiumaniiy and the precepts of divine law, which tends to advance the object of the law iu establishing public schools, must be considered reasonable and proper.” It requires but little experience -it* thoInstruction of boys and girls to convince any one that the first essential to good schools is discipline. The only way by which discipline in the schools may be maintained is through and by tho action of the Board of Directors, assisted by the City Superintendentand his assistants. It is therefore the duty of every Board of Education to adept such rules and regulations with regard to the management of the schools as will promote thoir interests and maintain their standard.The Board after having investigated the charges against A. L. Kinzer, as the resolution, adopted November 9th, 1904, shows, voted to suspend him upon certain conditions. This action was taken according to the testimony of the members of the Board and of tho City Superintendent, because of the disposition shown on the part of the said A. L, Kinzer to defeat the object of the rules and regulations of the Board, and after having been requested not to pursue his course of action further,Tho transcript of the testimony itself shows the cause for suspension ofthe said A.
