+ DORIG BYRON wrighter Staff! Writer ANAHEIM — Four months after voting to negotiate exclusively with one developer, city council voted Tuesday to sell 18.9 acres of land to another. The land is located next to Anaheim Stadium. The winning bidder was Sunset Construction Inc. of Anaheim. Losing was Intermode Group Inc., a sub sidry of Matlow-Kennedy Corp. of Mayr Bil Tom catholy i seriting Thom, said he thought to would get a better return from in the land to Intermode Group Inc., a wholly owned subsidiary of Matlow. Kennedy of Le Al For the past four months, the coun cil had indicated it would sell the property to Matlow-Kennedy. And, despite the decision last month to solicit other bids, the reaction from both developers clearly showed a de cision for Matlow-Kennedy was ex ter pected. Kanfield Kennedy, president of Marlow-Kennedy, shook his head in disbelief as the vote was taken, then quickly left city hall, David Hook, president of Sunset Construction, the winning bidder, a he was ‘‘stunned by the deal “Coming from who it came from, I'm shocked -- absolutely shocked, Hook said after the hearing. It was Councilman Don Roth who led the charge, approving a 46- fine lease/sale agreement with dow-Kennedy. In a rare display of anger, the coun cilman said the Marlow-Kennedy pro posal was “full, full of top photos.’’ But we enka John Sey mour, most outspoken supporter of the Matlow-Kennedy proposal dur ing four months of on-and-off hear ings on the subject, who made the motion to sell the land to Sunset. “I do fee an injustice has been done (to Matlow-Kennedy),” said Sey mour. “I felt an injustice was done when the council opened it (proposals) up to anyone. I opposed the move. “But having opened it up, the coun cil is best guided to seek the best return for the city.” Seymour said the potential long term returns from the Marlow-Ken nedy proposal were outweighed by the short-term gains from the Hook y-Kennedy officials building a $15-to-$90 nation office complex on the Shoened property at Orangewood and Rampart and on a 3.1-acre piece of the stadium parking lot across Ora: . The project was to be linked with a bridge. The Los Angeles firm offered to pay $108,900 per acre for the Rampart Street land. The parking lot land was to be leased for $1,000 per month until building was complete and for at least $37,125 per year after It was finished. Sunset Construction officials also proposed building a commercial and office complex. They offered the city $125,000 an acre for the Rampart pro perty and made no proposal for the stadium parking lot. After the hearing, Seymour said the Matton-Kennedy proposal was ‘just too iffy.” Besides, he said, now the city can find another developer and still lease or sell part of the stadium lot. “It's the beat of both worlds, Sey mour said. The council first authorized city staff members to work on an exclu sive negotiating agreement with Mat ton-Kennedy officials July 19 after Kennedy appeared at a council meet ing to officially present his unsolicited proposal. The vote to negotiate exclusively was 4 to 1. Roth protested that propo sals should be solicited from all inter ested developers. Since that decision was made, an increasing number of voices have been raised echoing Roth’s original 5tion to solicit other proposals. ie exclusive negotiating agree ment was never drawn up. Instead, attorneys for Matlow-Kennedy pre sented the council with a contract for purchase of the Rampart property and lease of the stadium parking lot property. In October, after it was apparent that the final cut with Matlow- Kennedy could not be signed before mid-November because of legal re quirements, the council voted over Seymour's and Thom's protests to advertise for other proposals. Hook submitted the only other pro posal for the land.
