Sir,'— Referring to my letter ol the Gth March last relative to a petitiou to the C'ueen, from certain inhabitants of Maitland and the neighbourhood, on the subject of the proposed new constitution for this coion : I have now the honour by direction of his Excellency the Governor General to state for the information of the petitioners, tint the Secretary of State has intimated in his despatch of the loth August last.
