the Mississippi River. This same east-of-the-Mississippi area would be the hardest hit from the standpoint of electricity ra tioning as most of its electricity is generated by coal. A Civilian Production Adminis tration spokesman said that the government is preparing for light ing “brownouts” and for rationing of electricity and manufactured gas if the strike goes on. Injunction Won't Do Job The brownout proposals probably would be made to governors of all the states east of the Mississippi, plus Iowa, Wisconsin, Missouri and Minnesota. They would not be mandatory. The rationing of electricty and gas would be in addition to such previously announced plans as cur tailing the use of coal by railroads, the halting of coal exports, the di version of available coal to the most needy and other emergency meas ures. While Lewis was silent, one of his lieutenants in Southern Hillness commented privately, “the miners don't work under injunction.” Labor lawyers here, not connected with the UMW, speculated tha Lewis would go into court by to morrow with the argument that th government's course violates th Norris-LaGuardia act which out laws the use of the injunction to prevent strikes. Two Choices Face Lewis However, in getting the temporary restraining order against Lewis, Atty. Gen. Tom Clark contended that this act can not apply to the govern ment. He cited arguments of its sponsors in Congress to support his point. The order issued by Federal Judge T. Alan Goldsborough forbids Lewis to permit his contract termination notice (which Lewis said would be effective at midnight tomorrow), to continue in effect. Lewis apparently can do one of two things, although he has a record of coming up with surpris moves. The apparent alternatives are: 1. He can go into court and ask Judge Goldsborough to va cate the restraining order on the grounds that it violates the Nor ris-LaGuardia act. 2. He can notify Secretary of the Interior Krug, the govern ment's coal mine boss, that he is withdrawing his notice of term ination or easing it in some other way to refrain from permitting it to go into effect. The temporary injunction further calls for a hearing Nov. 27 on the labor dispute.
