That cause is rooted in ambitions of the papal throne. If Italy should decide to depose the pope and drive him from Rome, the Irish question would be settled; and there are not want* ing reasons to hope the settlement will come in that form.But universal usage among nations would prevent theinsularestablishment of consular service throughout the world bya state that has nowhere been recognized. The UnitedStates cannot lawfully recognize J. L. Fawsitt os any one else as a consul of Ireland till we first recognize Ireland itself. Suchsafe to say we will never do. Such basic principles of law and justice, however, do not concern Rome.
