BAN FACISCO — A black educator sz, birth control pro grams have ‘overtones of geno cide” against Negroes. America’s population control efforts should concentrate on the white middle class, not blacks, Dr. Andrew Billingsley said. Dr. Billingsley, vice president for academic affairs at Howard University, received a standing ovation from 700 delegates to the ennual national conference of Planned Parenthood-World Popu lation. The concept of family planning might have some utility for blacks if it were controlled by blacks for blacks, Billingsley said. But the organization can ex cect no ‘help from ‘blacks unless changes its priorities, he ‘said. He said present programs are aimed at “stamping out black children before they get on wel fare...others have decided the black population is getting out of control and must be curbed... “The fact is the greatest popu lation pressure lies with the mid dle class, which is the most des tructive of national resources, environment, space, money, pow er and control. If population con trol programs are to ‘be imposed, begin there ‘with the class that has more than its fair share of everything.” Blacks constitute only 15 per cent of the . 8, population, he said. “Society needs more blacks and the blacks’ new vigor, lust for life and healing spirit,” he said. Dr. Billingsley said many black leaders are boycotting meetings on environmental and population problems because they consider them an attempt to “‘legitimatize victuous extermination” of blacks.
