5C0TIK ALLAN CANT DEPART FOR FRANCEWill be Delayed Until His Citizenship I Is Established—Cannot Hecure Passports from the lT. S.QUEBEC, Nov. 5.—Scotty Allan, the noted dog musher of Nome. Alaska, who is here with two hundred Alaskan dogs which were purchased by Lieut. Haas, a French army officer, for service In the French winter campaign in Lorraine, France, will be indefinitely detained and cannot accompany the dogs when tliey are sent to France.Allan has not as yet secured his final citizenship papers and cannot secure passports from the United States government until his citizenship is established. There are several former Alaskans with Allen handling the dogs and they will go to France to assist Lieut. Haas, who lived at Nome for some time, and is familiar with dog driving.Lieut. Haas believes the animals! will be of great service in the win-, ter campaign along the border of Switzerland, where the snow lies deep in winter, preventing the trans-portation of guns, munitions and supplies to the troops in the mountains by the use of horses.
