Washington, Nov. 1.—First Lieut. J. H. Wholley of the Twenty-fourth Infantry, who rendered excellent services in the Philippines as colonel commanding the First Washington volunteer infantry, has been appointed a major in the Forty-first volunteer infantry, and ordered to join that regiment for service in the Philip pines.
