III!!, Joseph Kipp and Churles Buek'oy, in accordance with section lull election law, as follows“Sec. 1011 it shall be the duly )f the commissioners of the several c 'unties, at their regular session immediately preceding said general dec*ion, to appoint three or five dls-reet and capable persons, possessing the qualifications of electors, to act as judges of election in each township or pre/mot.If in any of the precincts any • f said judge^ refuse or neglect to serve, the voters of such township or precinct may elect a judge or or judges to fill vaca cies on the morning of election, to serve at such election.”The three first mentioned judges were then and are now republican and the last two democrats.Thedatter part of S *pti mbe Mr. Fugerll resigned, um! on the 4th day of October, at a special term, Clrns. Cartwright, then and now a republican, was appointed in his place.On the 17th of Octjbor, a* a special session, the board bad entered on the records the follow, ing:“It having come Ic the knowledge of the board that the hoard of election judges of Uobure precinct, No. 5. was not constituted according to law, the following changes were ordered: John Hunter in place of Chas. Cartwright, removed; Jame W. Grown in place of Chas. Aubrey, removed.It appears that when this action was taken, October 17tb, there were present, Chas. W. Gray, com-181*5. in removing as judges of election at Hobare precinct. Chas. Aubery and Chas. Cartwright and appointing in their stead James W.
