The measure was the first ever passed in Louisiana with the use of an clcctris voting machine. Representative Higgins of Jefferson cast the only negative vote and when informed that this wouid bar him from receiving any pay for the session, he replied that he was willing to donate his pay to the relief of flood sufferers if the others would follow him. There was no rush of volunteers, but pknty of applause.
