May 18—By a vole of 80 to I. ihe house of representatives passel the first bill of the present session, the contingent expense bill appropriating $160,000 for ;he expenses of the present session. The mca*urc was the fust ever passed in Louisiana with the ule ct nn cfectria voting machine. Representative Higgins of Jefferson cast the only negative vote and when informed that this would bur him from receiving any pay for the session, he replied that he was willing to donnle his pay to the relief of flood sufferers if the others would follow him.
