Snagging consists of usually having one or more unbaited trebel hooks on a line and alternating reeling and jerking the rod so that fish1 are caught by hooking them in the back or tail. Sometimes it is accomplished in rivers by setting a line of hooks close together across the current. This is why trot lines must be spaced 24 inches or more apart. Another arrest was made near St. Jacob for hunting groundhogs out of an auto. I have had' a number of complaints about this in all parts of the county and simply will not condone it or allow any uncased gun to be carried in an auto for any reason. If the sport is not worth getting out of the car and hunting on land where you have permission, then you might aswell not partake of it.■I have had a flurry of conservation program work of late averaging several talks a week before service clubs and scout groups. This is one part of the job that I certainly enjoy and look forward to the opportunity to put on these .programs. One of these soonwill be an all day affair at theon May 18th.In mentioning pay fee lakes a-bove, I want to .repeat that all state fishing laws including the need for a license are in effect on these lakes as well as all water in the state. I try to check periodically all the fee lakes just as I do the public lakes.With the early jump everyone tries to. get on frog season, it is always necessary for me to work a lot of late night hours this time of year. Frog season as you know does not come in until June 15th. The purpose is to allow time e-nough for the adult frogs to lay eggs before they are taken. The old adage that if you don’t get them, someone else will before season is a poor excuse. I am a-fraid it could be applied to almost every law we would like to break. Due to the difficulty in apprehending them, I’m never in favorof the minimum fine of $25 forfrog poachers and like to remind that the maximum is $300.With the size of the county and heavy population, it would be impossible for me to do a good job if it were not for concerned citizens who report violations and areas of violation to me. I would certainly hope thatyou would report any you see immediately and/ not be one of those who is afraid of getting involved An anonymous phone call will be fine to Edwards ville 656*1090. A person who poaches or violates is the same as stealing from you if you are interested in the outdoors, so call at any hour. Whatever my shortcomings in this job may be, unwillingness to investigate a complaint is not one of them.Sometimes it . is not possible to handle every matter to everyone's satisfaction, tout I try to answer every question and handle every complaint that is forwarded to me. Your assistance is greatly appreciated,I have also had a number of cases lately of persons hunting or fishing without permission. Here is the way I like a landowner to handle these. 1) If you do not want to formally make a complaint to have them arrested, please make an attempt to have them leave yourself. If they refuse to do so or are belligerent, then call me; 2) When you approach them, don’t do so belligerently yourself. Calmly ask them who they are and if possible ask to see some identifiea-tion before you make any indication of your intent. You will probably have to identify yourself as the owner or tenant of the property first. Then after you have found out who they are, advise them that you don’t want any hunting or fishing and ask themto leave. It is highly important, if you wish to prosecute, that some identification is obtained. It is usually easily obtained if you approach it in the right manner.
