A new philosophy in diplomacy, as well as a new deal in government, has been promulgated by President Roose velt,” The new deal is working. It remains to be seen what happens to the new philosophy. This new philosophy was revealed yesterday in the President’s striking open appeal to the rulers of the 54 most powerful nations of the world to prevent future wars by abrogating the weapons of offense. Never before in history has a self-evident truth been laid bare upon the council tables of the universe uncloaked by diplomatic platitudes, unadorned by special and elastic adjustments to suit indi vidual nations, adjustments that more frequently than not militate so powerfully against the kernel truth of the pro posal as to render it quite emasculated. a stop-gap, tempor ary, futile when measured by the history of succeeding gen erations. President Roosevelt, as always, struck openly, fearless ly. He said quite boldly that there can be no wars nor fear of wars if the nations give up the means of conquest It's quite as simple as that. Yet because it is so simple, because it is so self-evidently the cure for the fears and financial miseries of most of the earth’s peoples, there is a big chance that it will not be adopted. It is simply contrary to all dip lomatic precedent. But Franklin Roosevelt revealed his Woodrow Wilson side, as well as Woodrow Wilson astuteness, when he made his appeal in the form of an uncoded, open letter to all the world. For just as he went over the heads of prime minis ters and parliaments in addressing himself to the titular rulers of the various nations, so did he also by inference go clear over the heads of even the rulers in virtually lodging his appeal with the peoples of the nations themselves. Roose velt was addressing the Forgotten Man of all nations when he voiced his war against war. In the grave emergency which touches every nation alike there is a chance that the Roosevelt appeal will win. But it will triumph even if it loses. For it is grounded on the firm and unshakable foundation of the rights of human beings to live in peace and happiness without the constant threat of war, invasion and death forever hanging over them like the sword of Damocles. Not since the epochal days of Woodrow Wilson's lying tour of Europe has America’s moral leadership of the world been so evident as today.
