MEMPHIS, Tenn., May 16—Gibb Gilchrist, dean of engineering at Texas A. and M. college, was named today by President Oscar Johnston of the National Cotton Council to head the organization's exhaustive survey of cotton roads. Mr. Gilchrist, a former president of the American Association of State Highway Officials, will launch immediately an investiga tion designed to settle definitely the practical aspects of cotton fab rics for use in reinforcing bitumin ous highways, President Johnston said in mak ing the announcement that the Council “is going to the bottom of the cotton roads question. If we find cotton roads to be practical, and we believe we will, we have uncovered a new market with po tentialities of a million bales a year.” Mr. Johnston pointed out that there are approximately two mil lion miles of farm-to-market roads in the nation on which cotton fab rics could be used if such con struction is proved to be practical Cotton orads now in existence to tal sightly less than 600 miles, in cluding airport runways.
