Road ConstructionProgressing RapidlyIn Assessment DistrictWork is progressing rapidly on Assessment District #14 construction. Montclair Engineering Department provides the following summary of work items that have been completed!Edison and telephone pole relocation work; substantially complete.Sanitary sewers: complete — ready for use.Storm drain systems: substantially complete.Marbelite street lights substantially complete-all lights energized.Monte Vista Water District pump vault (Monte Vista location): completely built..Street sections paved:1. Monte Vista —* San Bernardino Freeway to San Bernardino3. Palo Verde3. San Jose4. Fremont5. Moreno—south side, Monte Vista to Central6. Arrow Highway — south side, Monte Vista to Central7. Central—west side, freeway entrance to Moreno,Grading and street paving: The construction ofCentral Ave. is of primeimportance because of the many businesses depending on this street for access and the large volumes of traffic using this thoroughfare. The contractor presently has the outside lanes of thl* street removed between the Freeway and Arrow Highway and is preparing for the construction of the new pavement of these areas. During this period the majority of the street is restricted to one lane of traffic in each direction, The east side haa been completed with the east side paving expected to be completed thia week. When these sections are completed two lanes of traffic will be allowed in each direction during most hours of the day and all njght. Next, work will proceed to construct the center islands and to prepare the center street section for paving. When this is done traffic need only be restricted to one lane in each direction during the times heavy equipment is being used in the center of the roadway.Though there have been problems with the concrete subcontractor they have been resolved and the curb, gutter, island curb, and sidewalk work is proceeding rapidly. Assessment District #i4 construction involves the widening of Central Between Arrow and the freeway to accomodate six lanes of traffic (three northbound and three southbound). ' When the outer lanes were torn uptraffic was forced into a snail's pace between Moreno and the freeway. Merchants on the east side complained of inaccessabiiity to their places of business. Work is now under way to accommodate six lanes of traffic from the freeway to Moreno with future expansion planned to extend to the Arrow Highway intersection.City Administrator Mike Graziano believes that Central with itslink with several communities to the north and south of Montclair, its access ability to other areas by way of the state highways and the new Shopping center will mean an increase in traffic flow equal to Euclid. However, Graziano explained, the street's aesthetic value will not be as great — the center divider on Euclid is much wider and lot frontages are deeper.What about the widening of Central south of freeway and the expansion of commercial development in this areal Do problems exist for this trend to take shape?Graziano and Mayor Harold Hayes both agree that the lots along Central to the south are too shallow for extensive commercial development and that some areas will retain their residential aspect with a possibility of more intensive land use for professionalbuildings and transition of the R-l (single family residential) zoning.“We’ll have to take a mote realistic look at the situation with the updating of the Master Plan, Hayes remarked, “Development of the southern portion of central is speculative right now but zoning should be developed compatible with the idea of more traffic in mind.Hayes emphasized that the City must protect its interests in the zone of influence at Philips Blvd. to provide more width than now exists for future widening and a free flow of traffic. He also hopes that the county and the cities of Upland and Chino will continue with an expansion program of Central in their areas to maintain the traffic flow expected in the future.“Central Ave. will be increasingly important to the Pomona Valley and Montclair especially*',
