Men of tried integrity and unquestioned ability were unceremoniously thrust out of office to make room for those who were of doubtful morality, and whose only qualification was party devotion. As might be expected, almost every branch of government has suffered from the unfitness of the officers, and the public treasure has been embezzled to an alarming extent.
