Refolved, That independent of the in-juftice and impolicy of impofmg any tax upon the infant manufaories of America, the nature of the tax which is propped, demands a firm oppofition to the mea-fure. The introduction of an excite fy-flem into the adminilbation of a free government, cannot be too ftrongly reprobated nor too refolutely oppofed ; in eve-' ry country in which it is known, it has eventually been fatal; it has depraved, oppreffed and cr.flaved the people, while it exalted their rulers, by the rigor of its difpenfations and the infolence of its officers ; it is the foul and poifonous fource from which flow' collufion, fraud and per- | jury, it cannot be impofed without tyran- j ny, nor be endured without bafenefs.Refolved, That if an excife, at all times oppieffive and dangerous, might however be vindicated by neceffity, even that plea does not now exift. The federal wants are not fo great that they can only be fup-plied by the exertion -of every poffible re-fource ; and the terror of war, under whofe influence theexcife was propofed, is happily vanifhed. '
