Senator Lewis Emery attributes the defeat of the Billingsley bill to a deal between the Standard oil company, James McManes, the republican boss of Philadelphia. and a representative of the Columbus gas company, whereby the gas company was obsorbed by the Standard. The senator believes that the oil producers are weary of republican rule and that next fall the counties of Erie, Crawford, Warren, Mc-Kean, Patter, Cameron, Elk, Forest, Clarion, Butler, Armstrong and Washington will give democratic majorities. My own county, McKean,” says Mr. Emery, will surely go democratic by 800 majority. It went republican last year by 500 majority.'’ The senator evidently does not comprehend that those who had power to defeat the Billingsley have power to earry tbese counties about as they please. They have done it for years and they will continue to do so as long as the producers vote for them.
