Hindu Is ArraignedDouglas, Ariz.—Bhagwan Singah, a Hindu, who was arrested at Naco while trying to escape to Mexico, was arraigned before a United States commissioner here on a warrant from San Francisco charging him with being involved in a plot to send two shiploads of war munitions from San Francisco to India for the purpose of inciting armed revolt in India, a possession of Great Britain, a friendly foreign power. He waived a preliminary hearing and was held .under bond of $2,000.
