Ice County Opens AMS Facilities In Pilot Plan to Distribute FoodLYONS — Rice County offices for the food distribution division of the Agricultural Marketing Service have opened here at 106 East Avenue Efouth.Ralph L. Metcalf is in charge of the office for the U, S. Department of Agriculture m the pilot food stamp project which will begin June 3. This is the first project of its kind in Kansas which makes additional food available to eligible families through normal trade channels Raymond Totoro, project organizer, said the USD A is providing funds for the food purchases, while the state and county pay for administration costs.Under the program, the Rice County AMS office will authorize retail food dealers to participate m the program. These dealers, according to Totoro, are any who deal in meat and groceries as a * principal business. Filling staionsor other businesses which might have a small sideline of groceries are not eligible.Coupons will be issued by the USD A and the county welfare office to any family on the welfare roles, or any families of low income who qualify. The families pay an amount for coupons that they normally would be expected to spend for food, and in return, they would receive additional coupons from the AMS office. Totoro told the Western Kansas Press that a family would buy about two-thirds of the coupons it receives, with the government providing the other third.Coupons may be used in any of the authorized stores to buy any food items, except imported foods, alcoholic beverages, tobacco and non - food items. The merchant who receives the coupons can redeem them at face value at banks or through authorized wholesalers.
