A union spokesman said that his union leaders would give their decision at the 2 p. m. EST meeting.But the meeting was not held at union headquarters as scheduled, and for hours there was no word from union leaders.At 7:30 p. m., Mayor Robert F, Wagner, who proposed the new contract terms, said he had. heard from photoengravers president Frank A. McGowan.If the executive council, of the photoengravers .approves the pact, the only hurdle still to be cleared would be ratification by rank-and-file members. This could be done Wednesday with the papers resuming publication by nightfall.The publishers accepted the terms proposed by Mayor Robert F. Wagner earlier Tuesday, but stressed they did not like them.
