ABOVE STATE PACE — Non residential construction pro jects started in Orange Coun ty in January were valued at over $55 million. Although below the peak levels of late 1976 and early 1977, this level of spending on new shopping centers, office buildings, in dustrial plants, and public building is slightly above the monthly average for 1978 as a whole.
