Due to the proximity of Tyndall to Naval Coastal Systems Center and the inter-service support of Tyndall law enforcement operations, Tyndall MWD teams are mainly used for NCSC operations.There are several aspects to be considered in using MWD teams. Dogs have been proven to be a psychological deterrent for criminal or would-be criminal activity. In addition, the drug detection dog is capable of using his acute sense of smell to search for and discover drugs, where a military or DOD police officer would be forced to rely only on eyesight.MWD teams for all branches of the armed services have been used for detection and deterrence for events as prestigious as the visit of Pope John Paul II to America, and the Pan Am Games.Strict proficiency criteria apply to MWD teams to maintain the performance level required by the Navy. MWD teams must be evaluated quarterly and appropriate documentation placed in handler and dog’s record.MWD teams must maintain a 90 percent accuracy level for each drug odor the dog is trained to scent at each quarterly evaluation. The team must run 10 trials per each drug the dog is trained to test. Each MWD team used aboard NCSC must annual verify its ability to locate the drugs the dog can detect by performing trial runs for each drug under the direct observation of the NCSC commanding officer.The team is given written certification by the commanding officer upon successful completion of the proficiency test. This process is to ensure only the most effective and reliable MWD teams are used to safeguard the well-being of all hands from the presence of illegal drugs and to help maintain a drug-free work place. Capt. M.W. Gavlak certified one of Tyndall’s teams m March 1989.SECNAVINST 5300.28A, which is applicable to both military and civilian personnel, specifies that drug detection dog teams will be used, as available, “to routinely inspect government spaces, random inspections of vehicles and personal possession to detect and deter transportation of drugs or drug paraphernalia”If a drug detection dog alerts on an employee’s work space or personal item, no physical search will be conducted of personal property without written Permissive Authorization for Search and Seizure from the owner of the property or Command Authorization for Search signed by the commanding officer.OP-NAVINSf 5350.4A requires drug detection dog teams must be used a minimum of semiannually aboard Navy installations.The use of MWD teams in conjunction with military and DOD law enforcement operations on an unannounced basis aids in securing a drug-free safe environment for all of us at NCSC. The proliferation of illegal drugs has no positive effect on our society.
