Poucher eighty-seven, of 89 Court Street, research technician for the Westchester De-' partment of Planning since its formation in 1940 and the oldest County employe, was pronounced dead on arrival Tuesday at White Plains Hospital by a hospital doctor, apparently of natural causes. He had been found unconscious at the Court Street address short-ly after 7 P. M. by police.Mr. Poucher was beyond civilservice age when he joined the Planning Department. Exempt from civil service regulations, he was employed on a contract basis, renewable every three months.A former resident of Green-burgh and Bronxville, he had been in public service for more than 30 years. He previously had lived in Chicago, 111.. Mr. Poucher became secretary of the Town of Greenburgh Planning Board in the late 1920’s under M. S. Eylar, its chairman, and remained with it during the years when the master plan and zoning ordinances were developed.In 1933, he became secretary of the Planning Survey Project -under Wayne D. Heydecker, director of the County Emergency Work Bu-Relief agency, remaining with the project until its completion and later joining the Planning Department.Mr. Poucher was particularly successful in coping with research problems. He is credited as havingbeen “extremely persevering and relentless” in tracking down needed information.On his 84th' birthday, county officials, headed by County Executive^ Herbert C.
