AN ACT.In relation to the slave trade, and to punish persons offending therein.Sec. I. The Congress of the Confederate Slates of America, do etrict, that no person shall, directly, import or bitrtg in any manner whatsoever into the Confederate States, or the Territories thereof from any foreign Kingdom, place or coun try. (other than the Slaveholdntg States of thlt; United States of America ) nor from the sea any negro mulatto, coolie or person of color, wit!: intent to hold, sell or dispose of any such negro, mulatto, coolie, ur person of color as a slave, or to be held to service or labor, for any length of time whatever, and any ship, vessel or warter craft cut ployed in any importation aforesaid, shn!: be liable to sebsnre. prosecution and forfeiture in anv district in which it may be found, one half thereof after the payment of ail expenses, to the use ot the Confederate States, aud the other half to the use of hint or them who shall prosecute the same
