Western military observers said the severe fighting was the beginning of a North Vietnamese Viet Cong offensive ‘‘to sell the maximum possi ble blows against the South Vietnamese army and to create maximum economic difficulties by cutting lines of com munications.* The analysts said the fighting had no connection with the siege of Phnom Penh, the Cambodian capital, which has been cut off by land and sea by the Khmer Rouge insurgents. The attacks centered in the two northernmost provinces of Quang Tri and Thua Thien below the demilitarized zone and in the lower central highlands. Since the signing of the cease-fire more than two years ago, the truce has held best in Quang Tri, where zones of control are clearly delineated by rivers and other natural boundaries. Farther south, North Vietnamese forces were reported shelling another district capital, Kien Duc, which like Dak Song and Duc Lap, lies on northsouth Highway 14 that connects major cities and towns in the highlands. In the Saigon region, the Viet Cong attacked three hamlet offices, blew up electric poles and bridges with L0 miles of the city, and shelled district capitals farther out.
