A meeting of the Wainwright Ag ricultural Service Board was held in the Council room of the Municipal District of Wainwright No. 61 on Thursday the 8rd day of February, 1955, Messers Archibald, Garrioch, Smale Folking’, Board members present, also Mr. J. S. Duncan, District Agriculturist and Mr. H. V. Harvey, retiring Field Supervisor. Mr. Archibald in the chair, this is the official record of the proceedings. Moved by Mr. Garrioch that the minutes of 1st December, 1951 be ap proved as read and written. Cd. Mr. Harvey reported on the activi ties of the Rat Control policy and the activities of Mr A. Heisler the Rat Control Officer. Moved by Mr. Duncan that the re port of Mr. Harvey reference to the Rat Control activities in the Eastern portion of the Municipal District be accepted as given. Cd. Mr. Harvey reported that 1080 Coy ote Bait had been placed in the Park area and from reports received this bait was very effective, that 70 Cya nide Guns and 130 shells, that 950 Strychnine Pellets were distributed or available for distribution. Moved by Mr. Duncan that the Pest Control Officer in the matter of a new policy reference to Cyanide Guns that $5.00 cash be deposited as security when these Guns are taken from the office, this amount to be refunded when said guns are returned. Mr. Harvey, reporting on the Pure Bred Sire petitions, stated that these petitions have not been completed, that some 634 names are on the lists the Board requested Mr. Harvey to make every effort to have the peti tions completed as soon as possible. Moved by Mr. Duntan that the Municipal Office supply the Board with an accurate number of resident ratepayers of the Municipal District to determine the two-thirds number required for completion of the Pure Bred Sire Policy petition, Co. The Board requested that a list of lands under Prohibited Seeding Notice for 1955 be brought back to the Board at its next meeting with recommenda tions. The matter of a tree planter was discussed and that during the month of March and April, notices reference to stubble burning be placed in the local papers. Moved by Mr. Garrioch that Items 8a, b., and «., of the agenda reference to Test Plots, back sloped roadsides, and road side brush control be taken up at the next meeting. Cd. Moved by Mr. Smale that this Board request the Council to engage Weed Inspectors at an early date. Cd. Moved by Mr. Forkines that this Board recommend to the Municipal Council that a Field Supervisor be engaged without delay. Cd. Discussion as to the activities of the Board since being formed in May, 1946. ‘No more business before the meet ing. Mr. and Mrs. Elwood Plaxton and girls were visitors at the Lee Babe home on Friday evening. The snow plow smoothed out a few rough spots on our local road recent ly. Please don't forget our Variety Con cert on March 18th. We'd appreciate a few more entries, young folks, to round out our show. A lot of credit indeed goes to those who worked so hard to make the Car nival a success, and it really was. We really enjoyed it. Mr. and Mrs. Lee Babb and Mr. and Mrs. Lester Babb were visitors at the L. Tondu home on Sunday Mrs. Joe Tondu is home from the hospital, and we hope she's feeling much better, day of February, 1955, as per Section 102 of the Municipal District Act. The Returning Officer called the meeting to order at 1:00 o’clock in the afternoon. The Reeve, Secretary Treasurer and Council of the District and large num ber of Ratepayers present, The Returning Officer called for nominations for a Chairman of the Meeting. Mr. Henry Ruste was nominated as Chairman of the Meeting and Chair Wilbraham appointed Secretary, The Minutes of the last Annual Meeting dated 20 February, 1954, were read and in a motion of Messers Small wood and Valleau were accepted as read, Col. Mr. A. C. Archibald, Reeve of the Municipal District, gave his report dealing with many phases of Munici pal Administration. Moved by Messers Smallwood and Sorensen that the Reeve’s report be accepted as read, Cd. As per Section 14, Department of Municipal Affairs Act, the Inspector's Report of Office records and proced ure dated Sth July, 1954, were read and discussed. Moved by Messers R. Valleau and E. Murray that the Inspector's Report be accepted as read. Cd. The 1954 Financial Statement and Auditor's Report was read page by page, explained and discussed. It was requested that In future a breakdown be made of the Labour item shown in the Statement under the heading of Public Works to show the Machinery Operator's Wages. Note: 1954 Operator's gross wages $28,276.08. At this time a vote of banks was extended to the Council for their year's work as Councillors. Moved by Messers Roberts and Kett that the 1954 Financial Statement and Auditor's Report be accepted as pre sented. Cd. The Secretary Treasurer gave his report dealing with Tax Recovery Ar ea and Machinery Inventories. Moved by Messers Gardiner and Haywood that the Report of the Sec retary Treasurer be accepted as pre sented. Cd. At the hour of 3 p.m. the Returning Officer advised as follows: _ Municipal Councillor — That per Ministerial Order a seneral election Was necessary for all Divisions, that Nomination would be received during one hour of this date for the Office of Councillor for Divisions 1-2-3-4-5-6 and 7. The Field Supervisor of the Agri culture Service Board gave his report of the Board's activities for 1954 high- lighting seed drill survey, Test Plots, Roadside Spraying, Service Board Meeting, Weed Inspectors, Coyote Con trol, Rat Control], Bangs Vaccination, iWarble Fly Spraying etc. Moved by Messers Lagroix and Smale that the report of the Field Supervisor be accepted, Col. Discussion of the Service Board Ac tivities. Moved by Messers Allah Roberts and R. B. Reid that the Wainwright Agriculture Service Board be disband ed. Vote being taken. Motion declared lost. Moved by Messers Smallwood and Roger Snell that the position of the Field Supervisor be dispensed with. Vote being taken. Motion declared lost. Discussion of Service Board matters completed.
