The resignation of Mrs. Mary L. Kerchner as assistant city clerk, effective as of Feb. 28, was an nounced by Mayor Roscoe C. Rowe last night at a special meeting of the City Council, Alderman Charteau. Bernstein said at the regular meeting Mon day he would like to see propo nents and opponents of tis pro posal to build a wharf in Spa crest appear before the Council. Alderman Arthur G.
