4 — GREENFIELD RECORDER, FRIDAY, MARCH 6, 1970 Greenfield Board of Health members unanimously voted last night to grant a permit for a mobile home trailer park off Colrain Rd., leaving only the signatures of selectmen on a building permit necessary before construction can begin. The health board met for only 30 minutes before announcing the decision. About 15 persons were present, some of them as objectors to the plans of Richard P. Kimball, who wants to develop the 54-unit park in an area known as Millers Mead ow. Mrs. Edward Danielski, and Mrs. Jesse Brown this morning presented selectmen -a petition signed by 72 area residents and property owners opposing the project. Selectmen asked Town Counsel Arthur S. Wal der to check the laws and in form them of the technicalities involved. The board indicated, however, that it expects to approve the permit because the application apparently meets all laws select men must consider. Selectman Thomas W. Mer rigan suggested the petitioners might wish to return when the Kimball application is actually on file— it is not yet before the board. They could then sug gest any restrictions they be lieve might be a part of the per mit, Merrigan said. The women indicated they will consider such action. With the board they discussed what they consider objections to the proposed projects, primarily in creased traffic. Selectman Gerald I., Levitch said he considers the Kimball project at least a partial solu tion, to Greenfield’s _ housing needs. ‘Some people’ ‘regard trailer parks as substandard,”’ Levitch said. But his opinion, he said, after looking over the Kimball plans ,is that this will be a welcome_project. E. wish people would direct their at tention to the substandard areas that exist in the town now,” he said. Chr. John M. Hull last night said the board could consider only the health aspects of the plans, nothing else. Area resi dents and property owners, including Mrs. Edward Dan ieleski and Mrs. Jesse Brown, complained that the sewage system was not adequate to carry, the additional hook-ups that will be required. Asst. Supt. Richard J. Moylan of the Department of Public Works said the DPW is of the opinion the “sewer—and water facilities are adequate. He said the cur rent sewer separation program, in which discharge from storm drains ,is being separated from, the sanitary sewer, will make the town's system even more efficient. On Feb. 24, the Greenfield Zoning Board of Appeals had a public hearing, and reached unanimous agreement on grant ing a variance permit. Under municipal regulations, Kim ball's final move is to apply for a building permit to s selectmen, and he has been given the application papers by the DPW.
