4 Like wise there is some criticism of council in reducing the salary of the firse chief and the night driver. The council has no desire to do any-thing that will effect the efficiency of the fire department, but it was confronted with a condition over which it had no control. Without going into the cause for it in the past the fact remains that there has been an overdraft in the fire maintenance fund Is i nee the present council came into power. The law states specifically that a council must not draw warrants on a fund that has been exhausted. It •is criminal to do so and prosecutions may follow where it is done...... In an effort to bring this depart-Mkient of the city to a self-supporting^Qasis it has been determined, as a temporary measure, to reduce expen. ditures just as much as possible. No objections wilt be entered to the fire chief doing other work during the day time and as soon as the overdraft has been taken up and a balance shows in the fund it is possible that another change will be made.
