ANNAPOLIS, March 4 im — Members of the Maryland Racing Commission as well as track offi cials ought to be prohibited from having an interest in horses run l ining in the state. State Sen. Dr Domenico (D-Balto 2nd) proposed a night in a bill. His bill was result of a publicized instance last week at Bowie in which a horse owned by Joseph F. Flanagan, was involved in a foul claim. The three-member commission two days later issued a ruling that officials at tracks could not race horses in which they have any form of interest. DiDomenico would make the rul ing law and also applicable to commissioners under penalty of removal. D. Eldred Rinehart, chairman of the commission, owed and leased a horse which raced in Maryland last year. E. Taylor Chewning, another member, breeds many thoroughbreds and also leases them for racing. Flanagan's horse involved in the foul claim also was leased out. Flanagan excused himself from ruling on the claim which was not wallawed.
