RAPID CITY — A three member board of inquir commissioned by the South, Dakota Weather Control com mission has concluded that cloud-seeding activities did not, contribute to the flooding. The report commissioned by the South Dakota Weather Control Commission, the board con cluded the flood was caused by meterological conditions beyond the control of man. Had cloud seeding not been conducted, the board said the damage would have been the same. However, the board did conclude that an improved procedure for disseminating storm and disaster warnings to official agencies and the public is urgently needed. It stated that regulation of weather modification activities on a statewide basis is needed to preclude even the appearance of hazardous activity. The board said weather programs must have available information sources and clearly stated procedure for shutting down operations in the event of a flood threat, regardless of whether or not seeding could contribute to the ‘ hazard. f The board also concluded al: ~ Disastrous flash floods occur in the Rapid City area about once every nine or ten years without human in tervention. — Unless _ appropriate Measures are (akien, loss of life and destruction of property will increase with each occurence as the population and development of city Increases. — Water management and flood control practices will have to be developed and build in core changes must be designed to minimize loss. — The statewide effort in rain augumentation conducted by South Dakota Weather Control Commission was in no way responsible. — The state and institute of atmospheric science weather modification operations should be restomed and connie. — State radio and other of ficial agencies communicated well and as effectively as they could have. = City, county and state, police, the National Guard and Ellsworth Air Force Base | egeainr acted quickly, ef ciently, and did all that could’t be done with available resources. Members of the board were: Pierre St. Amand, consultant in E arth Sciences from China Lake, Galif.; Ray Jay Davis, professor at the University of Arizona School of Law, an author on weather modification, an, and Robert Elliott, president of the North American consultants, Goleta, Calif.
