MELbourne, Tues. — The appendices to the Royal Commis sion report on Communism in Victoria, which was tabled in the Legislative Council tonight, contains the names of about 400 persons stated by the Commissioner (Mr. Justice Lowe) to be or to have been Communists, according to evidence tendered at the inquiry, 'Mr. JUSTICE LOWE'S main re port on Communism was sub- ‘mitted to the Government in May. Some of those named in the ap pendices are: J.J. Brown, Federal president and state secretary of the Australian Railways Union; Victor Bird, State secretary of the Seamen's Union; J. Coull, secretary of the Federated Liquor Trades Union; Richard Dia mond, Victorian secretary of Actors’ Equity; Bart Flanagan, secretary of the ‘Ironworkers’ Union; Patrick John Malone, Victorian secretary of the Builders’ Labourers’ Federation; C. O'Shea, State secretary of the ‘Tramways Employees’ Association; “Doc” Doyle, State secretary of the Ships’ Painters and Dockers’ Union; Lloyd Lamble, Actors’ Equity; Donald David Thomson, secretary of the Building Trades Federation; E. Thornton, Ironworkers’ Union; G. Seelaf, Meat Employees’ Union; H. E. Sullivan, party name “Her man,” Australian Communist Party organiser at Bendigo; —.
