WELLSBURG ~— The mayor of Wellsburg and a police offi cer are named in a $11,000 civil action filed by one of the city’s councilmen. Plaintiff is Edward Stein, first ward councilman. The councilman alleges he was forcibly evicted from a council meeting on May 14 of this year He said the eviction occurred on the order of Mayor J.
