It is recommended that thu convention ignore proxies; that delegates (and alternates) present be permitted to cast the full vote of each delegation; that voting be by ballot and that the polls ut all primaries be held open one hour.The basis of representation will be three delegates for each organized county and one additional delegate for each fifty votes cast for II.
