Spencer receives honor officially SPENCER, W. Va. (UPI) Former West Virginia Gov. Cecil H. Underwood made it official in a weekend ceremony here. He presented Mayor Charles Bolte of Spencer its certificate as an ‘‘All- American City.” Underwood, now the president of Bethany College, made the presentation as a representative of the National Municipalities League which selected 12 honor cities among 500 entrants. Telling the audience of his early inquiries of cities to nominate, Underwood said one name, and one name only, was s ted...’ Spencer.”’ . Arch Moore and Sen. Jennings Randolph D. W. Va., also spoke at the Saturday ceremony which climaxed a week-long celebration of the Roane County's designation as an All- American City.
