M. Fos ter told members of the Knights of Pythias, Red Men and Odd Fellows lodges Sunday. It was during the memorial services held at the graves of former members of these orders, Ohio and 10 other states now have legislature that equals this proposed amendment. Mr. Foster declared It is only for the purpose of improving the conditions in backward states, he asserted. “For Instance,” he said, “the state of New York has legislation against child labor. But the New York clothing manufacturers can send their work across into New Jersey. And manufacturers in Ken tucky securing labor at about half the price paid in Ohio, cause an unfortunate situation here. “But even so there is no idea of preventing children from working. The only thing we desire is to al low them adequate education while they are so engaged, “T carried papers on the streets of Athens for seven years, but I got an education, ‘As author of this bill it will be a genuine pleasure to know that I am putting sunshine into the lives of two million children who will be able to enjoy” their childhood for they pass that way but once.” Passing over to the Immigration question Foster explained the dan ger in allowing the entrance of more foreign born persons than this country can assimilato. “At the present time,” he assert ed, “there are three million for eigners here that have not applied for naturalization papers. BECOMES BURDEN “It is true that we halt this in flux before it becomes a burden to us. While talking recently to Sec retary of Labor Davia he told me of the conditions he found on his visit to Europe. In Russia alone, he said there are 600,000 trying to get passports to America. There are 76,000 in the city of Moscow, Italy has 159,000 persons desiring to make their homes here. “One premier of an European country told him that for years his country has been making an ef fort to ship all of their dependents to the United States. “I voted with the president to pospone passage of the Japanese exclusion act only because I do not approve of slapping a friendly na tion in the face.”
