Among other Things they got Possession of a Pocket Book that belonged to the Captain, containing some Papers of Consequence to i and a Bill of Exchange for 2001, with which they would not part unless he would give them Salvage.—— What can be Punishment enough for such Cruelty ? March 20. By a Ship from Guiney we have an Account, that the French have been entirely driven from the Coast of Anamaboa, and disappointed in their Attempt to bring over on their Sides a second Son of the Prince of Anamaboa, in order to im prove their own Trade, to the Detriment of ours. Letters from the Hague, of the 8th of this Month, mention, that the States were afsembled, upon reconciling the Differences between certain Members of Holland and West Friesland touching the present Administration. no Men of War, one of 40, the other of 76 Guns, are ordered to be got ready for Sea Service, and several small Vessels are fitting out for Chan nel Service. It is said that Orders have been given to the Of ficers of his Majesty’s Dock Yards, not to suffer any Foreigners to walk in or inspect any Buildings in the said Yards for the future. March 21. It is said that there will be a Lot tery this Year for 400,000, of which 50,000 will be appropriated to purchase Sir Hars Sloane’s Col lection of Curiosities, and to build a noble Room for them and the Cotton Library, c. There is Advice from the Coast of Guiney, that a great Number of Men are employed to repair the several Forts on that Coast belonging to the Eng lish. March 22. We have an Account that the 12 following Ships of War, o! 60 Guns each, viz. Glorioso, Benedic, Guennore, Sobanano, Caio, Oriente, Aguton, Magnanime, Neptuno, Gal lando, Brillante, Heflor. These Ships are all 144 Feet in Length, and 49 in Breadth. These Jane Accounts add, that thee are sixteen thousand Men employed at the Dock in Ferrol. I is find the Affair on which several Cabinet Councils have been lately held, will this Day be laid before the House of Peers; and we hear that Orders are given that no Strangers are to be ad mitted. March 27. Letters from Berlin and Frankfort advise, that a Negotiation is on Foot between the Courts of Berlin and Hesfe Castle for taking 6000 Hessians into the Pay of his Prussian Majesty. The same Letters advise, that the French Am bassador had not as yet been able to obtain Restric tion of the Privileges which the French formerly enjoyed in Spain. _ According to some Letters from Berlin, we fla ce a Reply to the British Court's Answer to his Prufsian Majesty’s Motives for fopple the Re mainder of the Silesia Loan; the said Answer, as an insinuate, not being satisfactory in the main Point. Letters from Marseilles advise, that they are bu sy Night and Day, in that and other Ports of Pro vence, baking Biskets, sakting Beef and Pork, and getting other Sea Provisions in Readiness; or whence they, conjecture that a Squadron is to be fitted out for the Mediterranean this Summer. ‘We have the Pleasure to inform the Public, that 45 Sail of Ships are now fitting out in the River for the Greenland Fishery ; a Branch of Trade of the greatest were to the Welfare, as well as the Naval Force, of this Kingdom, and may be justly called a Darling Sister to the British Fishery. _ March 24. ‘The Lords of the Admiralty have ordered two Ships of 70 Guns, two of so, and three of s6, to be fitted for Sea with all Expedi tion. And. . . _ Their Lordships also gave Orders for taking in an additional Number of Artificers into Woolwich Yard,© fit out several other Ships for Service. March 31. They write from Paris, that the Negotiation which has been a long carrying of wae, between the English and Freed Commissa ries, for reconciling the Pretensions of the respec tive Courts to some Mlards in America, met fresh Obstructions, which were entirely ’ and will, probably, retard the Completion of that Negotiation. xtra of a Letter from Hamburg, dated March 16 th 16. _ Since it has been insinuated in some Letters from Berlin, that a Reply is intended to the British Court’s Answer to his Pressian Majesty’s Exposition of Motives, some of our wou'd-be-thought Wits and Politicians have been mustering up all their lit tle Stock of Learning and Parts, to guess at the Heads of that intended Reply, and after consider ing the Case in every Light, they seem to be posi tive, that no Reply can be made, unless the of Nations is left out of the Question; or, to speak more to the Purpose, that while the Law of Na tions is appealed to in Disputes between Courts, they may answer, reply and rejoin eternally, with out giving the Bulk of Mankind any clear Notions of the Affair. The Law of Nations, as those Critics observe, is either such Rules and Customs as Kingdoms and Re publics have agreed to observe in their Dealings to ether, whether in Peace or War, or else such as e Strong have imposed upon the Weak, and which by long Prescription have acquired the Force of Law. And this Law, though founded upon Jus tice, Equity, Conveniency, and the Reasfon of Things, may be varied, or derogated from by mu tual Agreement between any Powers ; whereby it seems, that though it is good in general, yet in par ticular Cases it may sometimes unjust, inconve nient, or unreasonable, otherwise we should never hear of derogatory Treaties. If then any two Powers may lawfully depart from the Law of Na tions, why may not all States do the same? Un doubtedly they might, if unanimous in the Point ; but if the Strong find their Account in it more than the Weak, it is in vain to think of it. The Law of Nations, they further observe, is in some Respects like the Occult Qualities, invented to conceal the Ignorance of antient Philosophers. In their superlative Doltishness and vain Curiosity they want to know, when this Law of Nations be gan to take Place in the World? In what Century, and among what Nations did it first appear? Whe ther it was all at once received, or only gradually obtained, and arrived in a Series of Ages at its pre sent Perfection ? And to spare themselves the Trou ble of turning over antient Historians and modern Civilians, as Solomon says that much Study is a Weariness of the Flesh, they foolishly recur to the Gospel, and imagine that Christian Kingdoms and States might do their Business well enough without the Law of Nations, if they would only follow the Advice of One infinitely wiser than Grotius, Selden, Puffendorff. All Things whatsoever that ye would that Men focula do to you, do ye even do to them. Which may be very good Doctrine in Utopia, but does not so well answer the Purposes of Christian Politicians.”’ ANNAPOLTS. Since our ae arrived there from London, the Ship Thames Frigate, Capt.
