He is a man of conviction and a thorough race man.During the last session of Congress an appropriation of $3,000 was made to be used in the erection of public baths in this citv. Mr. StevenB was the man who secured the appropriation and now be is very busy among the Colored leaders asking them to use their influence with the mass of Colored people to persuade them not to enforce their rights on the premises. The trouble is Mr. Stevens is going to erect two bath houses one for the Colored people and one for the whites to be used separately. It was on this coudition that the appropriation waB made available, that is he was to avoid any friction between the races. Under the conditions I cam ot see how’ any money (public) appropriated by Congress for a pi.blic purpose lt;!an be used to the exclusion of or prejudice to any parties to be benefitted thereby.
