Friends And Vice Versa“Your insistence on accusing- Egypt of being a pro-Communist country, which is not true, will move Egypt closer to the Soviets.” This letter-to-the-editor note from Norman, Okla., signed by an individual named Mustafa El-Rifai, was published in the May 27 issueof Time Magazine.“Although they (Arab refugees) are not communistic basically, they are ‘stirred up quickly x x x they will try anything, they have nothing to lose. This was a May 28 Phoenix Gazette report of an interview with Nezir Kirdar, Iraq engineer-industrialist visiting the United States under an Eisenhower exchange fel-lowship.Both David Rockefeller, Chase Manhattan Bankboard vice chairman, and U.S. Sen. Hubert Humphreyof Minnesota recently called for establishment of a Middle East regional development authority. Principal beneficiary of the authority’s irrigation, power, and transportation projects would be Arab states. “Political stability” in the area is the avowed aim.Blackmail payoff is another phrase for it.The thinly veiled threat that the Arab nations will turn to the Communists if the Free West does not pay both homage and dollars has been repeated monotonously over recent years.It is the paradox of American foreign policy that this kind of blackmail succeeds with monotonous regularity. We have played ball with dictators in Spain, Argentina, Dominican Republic, Egypt. We trod on the toes of nations which staunchly assert their advocacy of democracy, alignment with the Free West againstcommunism, such as Indochina and Israel.We have failed Indochina, which has come under the thumb of communism. Israel remains strong despite our actions in the Middle East.The tragic truth is that Indochina, Israel, and othernations like them would have placed themselves ina better position for American backing if they hadstayed “on the fence” in the cold war instead of casting their lot with us.Uncle Sugar should stop being bamboozled by smalltime gangsters and order them to choose between the world’s two principal sides—the best customers fortheir oil and their ditch and the side which would supplant them with puppets of their own.We hold all the aces. Let’s play them.
