The Atlanta Constitution says that James M. Hill«t Augusta, (la., sent a challenge to fight a duel to Oscar E. Carter, Monroe, Ga., Tor insulting him at the Planters hotel in Augusta, Ga., during the Georgia railroad convention. Hill silent last summer in Monroe making temperance speeches and drinking whiskey, and EOIUO people there think that he is half-' nv-ked.
