JUNE 6. 197Nederland CC Alert!The Nederland Chamber of Commerce has already taken a positive step in at tempting to do it's share in the much talked about oil shortage.A letter in the form of a resolution directed to the United States Corps of Engineers was adopted May 23.Essentially, the resolution calls on the Corps to act expeditiously in finalizing a favorable decision to establish a single point mooring buoy crude oil discharging location in the Gulf of Mexico between Sabine Pass and Galveston.What this amounts to, in layman's language, is an effort to encourage the Corps to construct an offshore docking facility for oil tankers of any size.It is a good idea. Briefly stated, the unit would load or unload the ships at the offshore base and transfer the petroleum by ocean floor pipelines to facilities inland.This concept negates the pressing need for huge and complex waterways and docking stations to accomodate theplanned super tankers of this country and the already afloat big jobs of some foreign nations.It also eliminates the problem of overcrowded passageways into inland docks. Ships would simply dock at sea and either load or unload the cargo, meaning a vast savings of time, if nothiing else.The resolution further notes that approximately 25 per cent of this nation's oil refineries are located odn the Gulf coast between Lake Charles and Houston, and that 30 per cent of the nation's petrochemical plants are located in this same area.It adds that since foreign crude oil is now necessary for the operation of this vast oil complex, and that sufficient labor to operate such an offshore unit is available here, and that necessary private funds are available to assist in the construction of it, it is, of course, of vital concern to the Chambers of Commerce and to the citizenry as well.
