ORDERED TO THE PHIUPINES.Capt. Dougall Aatipil Sawlat with Insular GovernmentCapt. Allan H. Dongall, of Ft. Wayne, is on waiting orders to sail for the Philippines, June 15, to take a position under the insular government m? one of the auditors of the Philippine group. The appointment was made Feb. 4 by the Honorable Willi Am S. Washburn, chairman of the Philippine civt laerviee board. Cnpt. Dougall will leave in about two weeks. He is h well-known Grand Army man, and has held several offices in the Stale Department. He was formerly in the service of the National Government as inspector for iho Department of Justice in Alaska.
